India has experienced a sharp, documented rise in competitive exam paper leaks—89 incidents from 2014–2026 versus 24 in the prior decade—concentrated in state-level recruitment exams, with printing and distribution as the most common breach point and per-candidate security spending at the NTA roughly half that of comparable bodies. The central empirical dispute is whether these failures are localized and containable (the Supreme Court's position after NEET-UG 2024) or symptomatic of a system whose design—monolithic high-stakes gatekeeping, fragmented vendor chains, and a ₹1.2 lakh crore private coaching economy—makes breaches structurally inevitable regardless of who governs. The deeper unresolved tension is normative: institutionalists argue the fix is tighter chain-of-custody and enforcement, while structural critics contend that even "localized" leaks delegitimize a system already stratified by class and caste long before exam day—a disagreement that prosecution data, caste-disaggregated impact figures, and independent audits of NTA protocols could help resolve but currently cannot, because none exist publicly.
